We spoke with the Azerbaijani expert about the geopolitical challenges of the post-Soviet region, the growing role of the Organization of Turkic States (OTS), historical parallels between Hungary and Azerbaijan, and the strategic energy alliance between the two nations.<\/strong><\/p>\n\n\n\n<p><strong>Let us begin, please, with a brief introduction. What does the institute you lead do?<\/strong><\/p>\n\n\n\n<p>Our institute is an independent, Baku-based think tank focusing primarily on the analysis of political and economic processes within the states of the post-Soviet space. We pay particular attention to the cooperation among these countries and the factors determining regional stability. However, our work extends beyond theoretical research; we maintain extensive ties with the academic sphere and launch unique training programs for students. These programs differ fundamentally from the traditional, often overly academic courses found at universities. In Azerbaijan, we refer to these monthly training sessions as &#8220;stazs\u00f3r&#8221; programs \u2013 a term commonly used in Azerbaijan for practice-oriented training schemes. We don\u2019t just deliver lectures to young people; we introduce them to practical reality. For example, when researching logistics corridors, we don\u2019t just show them routes on a map; we take the students to the Port of Baku. There, they can observe the vessels firsthand and learn about deadweight capacity, cargo volumes, and port infrastructure. We also visit railway hubs to help them understand how an international trade corridor functions in practice. They gain field experience that they would never receive in a lecture hall, and this direct knowledge is invaluable for their future careers.<\/p>\n\n\n\n<p><strong>Is this program open to international students, or is it primarily reserved for local applicants?<\/strong><\/p>\n\n\n\n<p>It is fully open to international applicants. In fact, we are currently working on ways to make it even easier for Hungarian students to get involved. Hungary is one of Azerbaijan&#8217;s closest partners, especially within the Organization of Turkic States (OTS). We view each other as strategic partners and brotherly nations. Our programs do not only focus on logistics; the energy sector also plays a prominent role. In these modules, we take students to actual oil fields to see the technological and economic operations of the industry up close.<\/p>\n\n\n\n<p><strong>How do you perceive the youth of the post-Soviet states? How interested are they in this type of specifically practical knowledge?<\/strong><\/p>\n\n\n\n<p>Essentially, we teach them the geopolitical and geoeconomic aspects of logistics and energy, rather than diving exclusively into technical details. At the same time, we clarify basic technical requirements, as that is the only way to understand how a corridor operates efficiently. The students who study with us could become the future decision-makers of their respective countries. Currently, most of our participants are local, but we have a special platform launched two years ago called &#8220;The Future School.&#8221; This is specifically designed for students from Turkic states. Presently, we mainly involve Kazakh and Uzbek students who are already pursuing their university studies in Azerbaijan. At the end of the two-month intensive program, they receive a special certification from our center, which provides a significant advantage in the labour market.<\/p>\n\n\n\n<p><strong>This leads to an obvious question: what is the common language in these programs? How do students from different countries communicate?<\/strong><\/p>\n\n\n\n<p>That is a pragmatic question, and the answer is twofold in practice. Most of our students in this field are still more fluent in Russian than in English, so we provide Russian-speaking experts and courses. At the same time, we constantly assess which literature they prefer. We have groups where English is dominant; these include not only Turkic students but also participants from Great Britain, other European countries, and even Africa\u2014for instance, from Zimbabwe. Our training cycles are continuous: as one group finishes, we are already preparing the courses for the next period. It is an endless but highly inspiring process for us.<\/p>\n\n\n\n<p><strong>Is this your first time in Hungary? What are your impressions of Budapest?<\/strong><\/p>\n\n\n\n<p>Yes, this is my first visit, and I can honestly say I am fascinated by the country. Every day when I leave my hotel, I feel like I am touching history. Every meter of Budapest, every building, tells a story about the past. It is a wonderful feeling that evokes deep respect and admiration in me for Hungarian culture.<\/p>\n\n\n\n<p><strong>Do you see parallels between Azerbaijan and Hungary, or are the differences more striking?<\/strong><\/p>\n\n\n\n<p>There are a surprising number of similarities. First and foremost, there is our steppe heritage, which stems from a shared historical root. There are approximately two thousand words that have a common or very similar origin between Turkic languages and Hungarian. Then there is the name Attila: it is a well-known and frequently used male name in Azerbaijan, yet I encounter it everywhere here as well. There are countless intersecting points in our history, and seeing this for myself here in Budapest makes me feel it even more deeply. I believe we could launch many joint projects, especially in the academic sphere, to explore and nurture these deep-seated connections on a scientific level.<\/p>\n\n\n\n<p><strong>You mentioned the university. What role does the institution play in your work here?<\/strong><\/p>\n\n\n\n<p>The Research Center for Turkic Cooperation was recently established at the university, and I was invited here as a fellow of the institution. I deliver lectures and presentations on the geopolitical situation of our region. Hungary is a key country for us. Although we are located in the South Caucasus and other Turkic states are in Central Asia, while Hungary is in Central Europe, we face common challenges\u2014such as managing the global energy crisis. Most Turkic states are extremely rich in oil and gas, and Central Asia is of strategic importance regarding rare earth metals. Hungary can derive immense benefits from this cooperation, perhaps more so than any other European country. Why? Because the doors of the Turkic states are wide open to Hungary. This kind of political trust and brotherly connection is not self-evident for every European nation.<\/p>\n\n\n\n<p><strong>What would you advise a Hungarian student interested in Azerbaijan, the Caucasus, or the Turkic world? How should they start?<\/strong><\/p>\n\n\n\n<p>Given our shared history and the fact that we view the global order very similarly, I suggest seeking out all forms of academic cooperation. Hungary is an inspiring example for Azerbaijan: we see how sovereign and distinctive its politics are on the European stage. Hungary maintains more independence from the EU mainstream than many other member states, and we highly value this. Cultural similarities\u2014such as the kurgans found in our region and Central Asia\u2014prove that we share roots in the steppe world. This is why Azerbaijan always strives for close ties with Budapest. We have built an alliance primarily in the energy sector, which is vital for Hungary&#8217;s security. Two major Hungarian companies are actively present in our country: the MVM Group purchased a stake in the Shah Deniz gas field, and MOL is a shareholder in the Azeri-Chirag-Guneshli oil field. This economic integration creates a special atmosphere of trust. We are always ready to support Hungary, and we feel the same solidarity from the Hungarian side.
