Two decades have passed since the Council of Europe&#8217;s Framework <a href=\"https:\/\/www.coe.int\/en\/web\/culture-and-heritage\/faro-convention\">Convention on the Value of Cultural Heritage for Society<\/a> (the Faro Convention) was opened for signature in Faro, Portugal in 2005.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Heritage as a Human Right<\/h2>\n\n\n\n<p>The approach of this convention centres on people and participation. <a href=\"https:\/\/rm.coe.int\/1680083746\">Article 1<\/a> establishes that rights relating to cultural heritage are inherent in the right to participate in cultural life, grounded in the Universal Declaration of Human Rights, <a href=\"https:\/\/www.un.org\/en\/about-us\/universal-declaration-of-human-rights\">Article 27<\/a> of the Universal Declaration of Human Rights (1948), which states \u201cEveryone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits\u201d.<\/p>\n\n\n\n<p>The Convention introduces \u201c<a href=\"https:\/\/www.europanostra.org\/celebrating-20-years-of-the-faro-convention-europes-guiding-light-for-heritage\/\">heritage communities<\/a>\u201d which are groups who cherish and safeguard cultural heritage, passing it to future generations. What matters is not the object itself but the meanings communities attach to it. Objects are important because of the meanings and uses people attach to them and the values they represent. This includes crafts, languages, festivals, and customs held by living communities receive recognition alongside monuments. This strengthens local attachment, builds social bonds, and creates sustainable opportunities grounded in identity and place. <a href=\"https:\/\/rm.coe.int\/1680083746\">Article 7<\/a> of the Faro Convention calls for this dynamic development of knowledge of cultural heritage to facilitate peaceful coexistence by promoting trust and mutual understanding.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Hungary<\/h2>\n\n\n\n<p>Hungary maintains <a href=\"https:\/\/whc.unesco.org\/fr\/etatsparties\/hu\">eight World Heritage Sites<\/a> inscribed on the UNESCO World Heritage List and <a href=\"https:\/\/www.coe.int\/en\/web\/conventions\/full-list?module=signatures-by-treaty&amp;treatynum=199\">stands among 25 Council of Europe member states<\/a>, out of 46 member states, that have ratified the Faro Convention (as of 2025).<\/p>\n\n\n\n<p><a href=\"https:\/\/whc.unesco.org\/en\/list\/401\/\">The Old Village of Holl\u00f3k\u0151<\/a>, inscribed on UNESCO&#8217;s World Heritage List in 1987, exemplifies a preserved traditional settlement. Holl\u00f3k\u0151 remains a <a href=\"https:\/\/hungarytoday.hu\/the-buildings-of-holloko-the-countrys-only-world-heritage-village-restored\/\">living community<\/a>. Residents preserve the village&#8217;s <a href=\"https:\/\/vilagorokseg.e-epites.hu\/en\/sites\/holloko.html\">original function and Pal\u00f3c cultural heritage<\/a> by practising traditional crafts like leather craftsmanship, spoon carving, hand-woven and embroidered folk costumes, basket weaving, and pottery. This prevents culture from only being reduced to a museum about the past traditional activities.<\/p>\n\n\n\n<p>Traditions like the Easter celebration with <a href=\"https:\/\/www.hungarianconservative.com\/articles\/culture_society\/holloko_easter_festival_2024\/\">Locsolkod\u00e1s<\/a>, practiced in Hungary, maintain cultural practices as living expressions. Men sprinkle women with water or perfume (traditionally a bucket of water) on Easter Monday in exchange for painted eggs and p\u00e1linka after reciting some poem verses.
